County Antrim Table Tennis League                                     Committee Meeting Held on Wednesday 21 October 2009 @ 8-00 pm in GWMSC Present: David Nicholl (Chairman), Mike Maguire (Secretary & Treasurer), Stephen Clarke (Match Secretary), Norman McBride (Assistant Secretary), Alvis Wright (President), Colin Clements (Knockagh), Andrew Foreman (Ballyclare Methodists), Alan Jamison (Larne), Hugh Patterson (Carnmoney 92).(9 attended) 1   Apologies: Anne Montgomery (Ballyclare Methodists), Norma Jamison (Larne), Mark Clements (Knockagh), Brian Orr (Restaurant 1608), Gary McClelland (Restaurant 1608), Brian Bonnar (Coleraine Baptists), Ida Kee (Coleraine Baptists). 2   Minutes of previous meeting (AGM 30 September 2009)The Chairman asked the meeting to consider and agree each page in turn.These minutes were passed at the proposal by Stephen Clarke and seconded by Andrew Foreman. Secretary handed out hard copies of the revised rules after the AGM decisions, and Chairman read out these revisions at rules 8.10 and 8.11. The meeting was reminded that these agreed minutes would be presented again at the next AGM. 3   Matters arising from minutes – Main business : agreeing teams into divisionsSecretary circulated each club’s up-to-date proposals for team panels and preferred divisions with a single page updated analysis into divisions, division 1 with 5 teams, division 2 with 7 teams, division 3 with 9 teams and division 4 with 7 teams, total 28 teams. The meeting discussed the merits of each team as placed in its required division, and noted the difficulties with assessing players’ percentage wins from last season, when specific players were now placed in higher or lower divisions. Consideration of a 5 division analysis was suggested for consideration by Norman McBride.The only changes to the updated 4 division proposals were: Academy Jazz was moved up to division 3, Academy Blaze was moved down to division 4 and Academy Tigers was added to division 4. This resulted in 4 divisions of respectively 5, 7, 9 and 8 teams, total 29 teams. This analysis into 4 divisions with 29 teams was formally proposed by Colin Clements, seconded by Mike Maguire and passed unanimously.The logistics of running division 3 with 9 teams resulted in 2 different recommendations for a committee vote and decision.A motion to play 8 matches, and then split into A and B groups of 4 and 5 was proposed by Norman McBride, seconded by Andrew Foreman, and voting was 4 for, 1 against and 1 abstain.A motion to play 16 matches, home and away as normal, was proposed by Mike Maguire, seconded by Stephen Clarke, and voting was 2 for and 4 against.The meeting agreed to consider the division 3 position after 8 matches played, at its meeting in January 2010. 4.   Player ConductSecretary circulated an email dated 28 September 2009 from Islandmagee secretary. This raised five issues requiring a response from League Secretary. Secretary explained that he had responded on 29 September 2009, clarifying some issues, and assuring that the league committee would be informed of Islandmagee’s concerns. The meeting discussed the criticisms of children returning from matches late and not receiving an award for finishing in third place in their division. The meeting did not consider that the other issues, of cheating and unfair competition at tournaments, needed any further action. Secretary read out a section of the final Islandmagee response of 29 September 2009, that ‘the parents & children involved do not wish to log any official complaint other than to bring to your attention that it was noticed’. The response ended with ‘hopefully we shall have some teams next season’. Chairman and Secretary asked the committee about Islandmagee’s concerns, and the meeting considered that all concerns had been satisfactorily answered. President reminded the meeting that in the past CATTL had assisted two primary school teachers organize under 12, under 14 and under 17 school tournaments for up to 5 schools, but these teachers had since retired from their schools. Some committee members commented that this school competition may be re-commenced. Secretary stated that he had the original CATTL trophies, last presented in 2007.  5.   AOB (Any Other Business)The subject of hospitality/entertainment being provided at matches was discussed, following correspondence between Secretary and Brian Bonnar of Coleraine Baptists. Secretary had explained that this was not normal for CATTL teams. The subject of CATTL running under 12, under 14 and/or under 17 tournaments for schools was discussed. Alan Jamison raised the question of could the doubles match be played after the first 3 singles matches, instead of as the final game of the ten games in a match. Chairman pointed out that any rule change could only be proposed and voted on at an AGM. However, there was no reason why a team captain should not ask the opposing team to play any game in a different order to that on the match sheet. The committee noted that frequently players do not play all matches in the order as on the match sheet. As with the situation mentioned at the AGM, where an opposing team would be asked to co-operate with any reasonable request regarding playing a match, a similar understanding would be expected.  The date for the Annual Dinner and Awards was considered and the meeting noted that Friday 7th May 2010 was suitable, as this was not the bank holiday weekend. There were no further items raised under AOB. 6.   Date and venue for next meeting The meeting agreed that the next meeting should be scheduled for Tuesday 12 January 2010 at Ballymena Academy. The main business would be agreeing handicaps for the Knock Out cup, and considering the division 3 position after 8 matches played.The Chairman closed the meeting at 9.30pm.            ADDED NOTE: Subsequent discussion between league officers resulted in these topics being deferred to a February 2010 meeting, date to be arranged

COUNTY ANTRIM OPEN 2009 OPEN SINGLES The Sixmile Leisure centre in Ballyclare hosted the Newtownabbey B C sponsored County Antrim Open the first Ulster ranking Tournament of 2009. Organised by the County Antrim League Committee the tournament ran very smoothly and it was great to see local talent very much to the fore in the various competitions. It was to rapturous applause and a standing ovation that Ballymena based table tennis star Wallace Mahaffy won the premier event of the night the County Antrim Singles. Mahaffy, who had lost in last year’s semi-final, won his first County Antrim men’s table tennis singles title at the expense of County Down’s Peter Clarke. Mahaffy had defeated fellow Ballymena star Pawet Sulkowski (Academy Strongtower) in a five set thriller and then saw off the challenge of Fermanagh’s Stephen Slater in the quarter final. Tyrone’s Robert Fisher would succumb to Mahaffey in the semi final. In the other half of the draw Peter Clarke defeated Norman Nabney, Patrick Guy and Martin Pickles before causing the major upset of the night by beating last year’s winner and Ulster number one  Daryl Strong in the semi-final. In the final Clarke coasted to an 11:5 win in the first game. BALLYMENA TABLE TENNIS TOURNAMENTAfter eighteen years the Ballymena Open was revived and the entry of almost ninety players reflected the renewed interest in table tennis in the area. Eighteen years ago in Ballymena town hall it was the tall German table tennis player Jens Leyner who defeated local champion Brian McRandall. This year the Open title went to Poland with Pawet Sulkowski defeating St Louis Grammar school’s teenage sensation Mark McGuigan. McGuigan had caused a major shock by defeating top seed and Academy Strongtower player David Sulkowski in the semi final. Indeed, McGuigan took the first set in the final but Pawet Sulkowki, who had defeated Larne’s Philip Jamison in the semis, got revenge for his sons defeat by winning the next three sets and the title. The Grade two tournament proved to be an all Academy Strongtower semi final with Adam McIlmoyle playing attacking table tennis to defeat Raymond Marks in straight sets a feat replicated by his team mate Jimmy O’Hara who defeated Kenneth Johnston in straight sets. The final saw youth take on experience and it was youth that triumphed with McIlmoyle beating O’Hara in straight sets. The Grade three tournament proved a real exciting event with two cracking semi-finals pitting Academy Strongtower players against the two top players from Coleraine. The Academy’s Tom McLeister had to battle hard to defeat Coleraine’s Brian Bonnar in four tight sets and Jack Neeson, also from the Academy, caused the upset of the night by defeating the talented James Dillon in four sets. Unfortunately the young Neeson couldn’t repeat the giant killing in the final with McLeister winning comfortably in three sets. The Grade four semi-finals also had two Academy players in the semi finals against two Ballyclare lads. The top seed Kyle Higginson from Ballyclare disposed of Jordon Hood in a four tight sets while the other semi final went the way of the Academy with surprise package Tom Alexander defeating the talented Christopher McGookin in straight sets. Despite Alexander’s best efforts the title went to Ballyclare’s Kyle Higginson in four sets. The novelty hard bat competition had one Academy semi finalist in Wayne Charleton who was matched against Ballyclare’s Richard Davies – a three times hard bat winner in the Co Antrim league tournaments. Not unexpectedly Davies progressed to the final in straight sets. In the final he was to meet Ballymoney legend Brian Orr who had been temped out of table tennis retirement for this event. Orr had defeated Poland’s Pawet Sulkowski in the semis and showed that he was still a class act – as far as the hard bat is concerned - by beating Davies comfortably in the final 11:6 and  11:3. County Antrim Table Tennis League Annual General Meeting Held on Wednesday 30 September 2009 @ 8-00 pm in GWMSC Present: David Nicholl (Chairman), Mike Maguire (Secretary & Treasurer), Stephen Clarke (Assistant Secretary), Norman McBride (Academy/(Press Officer), Brian Orr (Leck Scaffolding), Danka Ireland (Ballyclare Methodists), Ian Davies (Ballyclare Methodists), John Holmes (Ballyclare Methodists), Andrew Foreman (Ballyclare Methodists), Norma Jamison (Larne), Wayne Charlton (Academy), Hugh Patterson (Carnmoney 92), Gary McClelland (Leck Scaffolding), Harry Ferson (Knockagh).  (14 attended) 1   Apologies: Anne Montgomery (Ballyclare Methodists), Alan Jamison (Larne), Mark Clements (Knockagh), Colin Clements (Doagh). 2   Minutes of previous AGM (2 June 2008)Secretary pointed out that these minutes had been agreed and signed at the first league meeting of 2008/9. These minutes were passed at the proposal by Norman McBride and seconded by Harry Ferson. 3   Minutes of previous meeting (4 March 2009)The Chairman asked the meeting to consider and agree each page in turn.  The acceptance of these minutes as an accurate record was proposed by Stephen Clarke, seconded by Ian Davies, and adopted by the meeting. 4   Chairman’s opening comments/ReportThe Chairman confirmed with the Secretary that there were no matters arising from the minutes, not covered on the present agenda. The Chairman gave a verbal report on the past season, and thanked the outgoing League Committee members by name for their work during the year.     5   Secretary’s ReportMike handed a 6 page written report to each member present. Everyone was asked to quickly read this report. Secretary briefly summarised the contents, thanking office bearers, clubs and players, highlighting team and individual achievements during the season, and thanking Newtownabbey Borough Council for continuing to sponsor by £330 the County Antrim tournament in January for each of the past 3 years. The meeting accepted this report.6   Treasurer’s Report Mike handed a double-sided Balance Sheet and Income & Expenditure account to each member present. This incorporated current and previous year’s accounts for comparison, and 3 explanatory notes of main Income sources and Expenditure areas. The surplus for 2008/9 was £422.78, compared to £76.61 in 2007/8. Chairman pointed out that these accounts had been audited by Mark Clements, showed a healthy balance, and asked if members had any questions. The meeting accepted this report.  7.     Election of Office Bearers/Officers/Management CommitteeThis was deferred by Chairman by one Agenda item, to allow the meeting to vote on proposed rule changes. 8.      Motions received in due time, for proposed changes to RulesSecretary had listed 4 proposed rule changes on a single page, which he distributed to all. Chairman asked the proposer/joint proposer to speak to each submission, and then presented his own, or asked the committee to discuss a, counter argument against each proposal.Two different changes to rule 8.11 were discussed.Voting was 7/3 in favour of proposal 3, to enter ‘team players in any order’ instead of in ‘order of merit’.This will result in a revised rule 8.11.Voting was 3/7 against proposal 1, to keep the existing ‘order of merit’ principle, and add penalties for each breach of this rule.Proposal 2 to replace ‘order of merit’ with ‘in any order’ in rule 8.1 was withdrawn by joint proposers Brian Orr and Norman McBride.Norman McBride’s proposal 4 regarding rule 8.10 was discussed at length, with ultimately an amendment (points awarded 5 for a win, 3 for a draw, 1 for a loss) voted on first. The amendment failed 3/5, with 2 abstaining. The substantive proposal (3,2,1) was carried 6/1 with 3 abstaining, after deleting the optional win bonus point and adding a clause for count-back on total games won in the event of a tie in total points.This will result in a revised rule 8.10. The meeting returned to Agenda item 7. 7.     Election of Office Bearers/Officers/Management CommitteeThe Chairman indicated that after 4 years he no longer wished to be Chairman, and the meeting agreed that he conduct the election of office bearers.After considerable proposals and refusals to accept some posts, the final position with conditions of acceptance (if any), ( proposer, seconder), and unanimous committee agreement was:  Chairman: David Nicholl, (Mike Maguire, Harry Ferson). President: Alvis Wright, (Brian Orr, Stephen Clarke).Secretary: Mike Maguire, Secretary in name only with greatly reduced role and PC workload for current year only, (Brian Orr, Andrew Foreman)Treasurer: Mike Maguire, (Norman McBride, Harry Ferson).Match Secretary: Stephen Clarke, (Ian Davies, Harry Ferson).Assistant Secretary: Norman McBride, taking much of the workload of Secretary, (Andrew Foreman, Mike Maguire). Child Protection Officer: Alvis Wright per previous year, now termed Designated Officer.        Auditor: Mark Clements, (Mike Maguire, David Nicholl).Press Secretary: each club was recommended to supply match comments to its local newspaper. Trustees: no change to existing 3 trustees, Mike Maguire, Danka Ireland and Steve Ferson. 9.      Date and venue, etc for NBC sponsored League tournament, January 2010.Mike Maguire circulated an Entry Form for the 16 January 2010 NBC County Antrim Open at Six Mile Leisure Centre and an acknowledgement letter from NBC that a sponsorship request had been received. Mike asked Norman McBride and David Nicholl for their continued administration help on the event day and extended that request to the whole committee for assistance or to enter the tournament.           10.    Proposals from clubs for League divisions, and teams of registered player panels           Mike Maguire distributed to each member a single page, analysing the division preferences of those clubs (7) who had supplied team information as required. 2 teams from Carnmoney 92 were added to this list, which then totalled 26. The 5 teams which asked for division 1 were not disputed. Discussions focussed on the division 2 proposals for 8 teams and division 3 proposals for 7 teams. Chairman proposed that the meeting re-convene after 3 weeks, to enable Ballyclare Methodists club to complete their playing team panels, and to enable contact with Ballyclare High School regarding entering a team.  11     Child Protection Policy Mike Maguire indicated that he had attended a Child Protection Awareness training course at Newtownabbey Borough Council the previous evening. 12.   AOB (Any Other Business)Andrew Foreman raised an issue regarding one player, Sam Kirk. He was almost immobile, and posed a potential hazard to himself and others, if he had to play a doubles game. A proposal was that his Ballyclare Methodists team use a 5th player for the doubles only. Andrew Foreman or the team captain was asked to obtain agreement from the opposing team if this circumstance arose, in a 4X4 match. The Committee expected that all clubs/teams acting in the spirit of the game would co-operate with this reasonable request. There were no further items raised under AOB. 13.   Date and venue for next meeting After being asked if members would offer a different venue for the next League meeting, the meeting agreed that the next meeting should be scheduled for Wednesday 21 October 2009 at GWMSC.The Chairman closed the meeting at 10.00pm.
